China Used Car Export Rules 2026: The 180-Day Rule

Policy brief / reviewed 2026-08-19

A model year is not the date that controls the 180-day rule.

The decisive date is the exact vehicle's registration date. For export applications made within 180 days of registration, the exporter now needs a manufacturer-issued after-sales service confirmation naming the destination, vehicle and service network.

Buyer answer: do not release the final deposit against a listing screenshot. Release it against VIN-linked registration, inspection and export documents, plus the manufacturer confirmation when the exact vehicle falls inside the 180-day window.
What changed

Expansion in 2024, tighter control in 2026

The two policy steps move in different directions: China expanded nationwide participation, then strengthened documentation, quality and after-sales accountability.

8 FEBRUARY 2024

Nationwide used-car export business

Five departments moved the programme nationwide and required passenger vehicles to meet WM/T 8-2022, with a third-party inspection report and a destination-standard declaration where applicable.

1 JANUARY 2026

180-day manufacturer confirmation

Vehicles registered for 180 days or less require a stamped manufacturer after-sales service confirmation. Licence details must agree with the motor-vehicle registration certificate.

Document gate

Seven records to verify before shipment

Ask for readable copies and match VIN, model, registration date and exporter name across the set.

Record What it proves Mismatch to reject Buyer action
Motor-vehicle registration certificate Registered owner, VIN and first-registration date Date or model differs from the sales file Use this date to calculate the 180-day window.
Transfer registration for export The vehicle entered the export transfer process Transfer date missing or belongs to another VIN Match it to the export-licence application.
Manufacturer after-sales confirmation Required support information for a vehicle at 180 days or less No manufacturer stamp, wrong destination or vague vehicle identity Require it before fixing a shipping deadline.
Third-party inspection report China-side export quality inspection Generic report, missing VIN or expired/unclear test data Review defects and photographs, not only the pass statement.
Export licence data Brand, model and dates submitted for export permission Fields do not match the registration certificate Request a draft or issued copy before final payment.
Vehicle history evidence Maintenance, accident and mileage context Dashboard mileage conflicts with service or scan records Combine history with physical and OBD inspection.
Destination compliance file Import, customs and registration route outside China Seller treats China export approval as local road approval Obtain destination advice independently.
Three common cases

The same model can produce three different decisions

Registration age is unit-specific, so the correct answer changes with the exact VIN and document pack.

CASE A / ESTABLISHED USED VEHICLE

Registered more than 180 days ago

The manufacturer-confirmation trigger does not apply, but all ordinary export, inspection and destination checks remain.

Decision: proceed to the normal document audit.
CASE B / RECENTLY REGISTERED

Registered 90 days ago with confirmation

The exporter can continue only when the manufacturer document is genuine, complete and accepted with the licence application.

Decision: verify the document before committing to freight.
CASE C / RECENTLY REGISTERED

Registered 90 days ago without confirmation

The 2025 notice says no export licence should be issued when the required manufacturer confirmation cannot be provided.

Decision: do not pay as if shipment is assured.
Contract controls

Turn the rule into four written conditions

A good purchase agreement assigns dates, documents and remedies instead of relying on a verbal promise that export is possible.

Exact identity

VIN, stock ID, model and first-registration date must match every submitted record.

Document deadline

Set a date for inspection, export licence and any 180-day confirmation.

Failure remedy

State the refund or replacement process if licensing cannot be completed.

Destination condition

Separate China export clearance from destination import approval.

Current catalogue examples

Verify the unit, not only the model

These active listings show different powertrains and body types. None should be assigned a registration age from its title.

Policy FAQ

Questions buyers ask after seeing “2026 rules”

The safest interpretation is document-led and VIN-specific.

What is China's 180-day used car export rule in 2026?

From 1 January 2026, a vehicle submitted for export within 180 days of its registration date requires an after-sales service confirmation issued and stamped by the vehicle manufacturer. Without that document, the local authority should not issue the export licence. The rule is based on registration age, not the model year shown in an advertisement.

Does a vehicle older than 180 days automatically qualify for export?

No. Passing the 180-day threshold only removes that specific manufacturer-confirmation trigger. The exporter still needs the normal registration, transfer, export-licence, inspection and customs documentation, and the vehicle must also satisfy destination-country import and registration requirements.

What should an overseas buyer request before paying a deposit?

Request the VIN, first-registration date, registration certificate, transfer-for-export date, third-party inspection report, exporter identity, draft export-licence data and the manufacturer after-sales confirmation when the vehicle is 180 days old or less. Put delivery of these exact documents into the sales contract.

Is the China export licence the same as destination import approval?

No. The export licence permits the China-side export process; it does not prove that the destination customs or registration authority will accept the vehicle. Confirm steering side, age limits, emissions, safety, charging interface and taxes separately with the destination authority or a qualified clearing agent.

Does YIHUI EXPORT guarantee that every listed vehicle has the same registration age?

No. Listings identify a model and current stock opportunity, while registration date and document status belong to the exact unit. Ask for VIN-linked records before choosing a vehicle or fixing a shipment date.
